Staff
The Board of Directors for the Authority provides overall direction to guide the staff in their activity of fulfilling the Authority’s mission. The Authority operates with a staff of two full-time people. The Authority also engages third party professionals to assist with various operational aspects of the organization.
Barry Fick
Executive Director
The administration and overall operation of the Authority is the responsibility of its Executive Director, Barry W. Fick. Mr. Fick has been the Executive Director of the Authority since July 13, 2016. Mr. Fick has a Bachelor of Science degree in Economics from the University of Minnesota and a Juris Doctorate from Mitchell | Hamline School of Law. He is also a Certified Public Accountant (inactive). Prior to becoming Executive Director of the Authority, Mr. Fick served for 28 years as an executive at Springsted Incorporated, Public Sector Advisors, now known as Baker Tilly Municipal Advisors, LLC.
Mr. Fick also serves national organizations in the following capacities:
- National Association of Health and Educational Facilities Finance Authorities (“NAHEFFA”), Former President
- Government Finance Officers Association (“GFOA”), Debt Management Committee Member
- Municipal Securities Rulemaking Board (“MSRB”), Compliance Advisory Group Member (2020-2022)
Amanda Lee
Operations Manager
The daily operations and financial accounting and reporting for the Authority are the responsibility of its Operations Manager, Amanda G. Lee. Ms. Lee has been the Operations Manager of the Authority since January 2017. She has a Bachelor of Arts degree in Biology from the University of St. Thomas, a Master of Business Administration (MBA) in Finance from Argosy University, and an Associate of Science degree in Information Technology from Argosy University. Before joining the Authority, Ms. Lee managed federal, corporate, and institutional grant funds at HealthPartners Institute as a Grant Management Accountant. Prior to her work at HealthPartners Institute, Ms. Lee assisted students for ten years at Argosy University Twin Cities as the Senior Admissions Coordinator.
