MINNESOTA HIGHER EDUCATION FACILITIES AUTHORITY NOTICE OF SPECIAL MEETING Pursuant to Article IV, Section 3 of the Bylaws of the Minnesota Higher Education Facilities Authority (the “Authority”), the Authority will hold a special meeting at the call of Chair David D. Rowland on Wednesday December 13, 2023, at 2:00 P.M. The special meeting will be held in at the Authority’s office, located at 860 Blue Gentian Road, Suite 145, Eagan, Minnesota and will also be conducted by telephone or other electronic means in accordance with Minnesota Statutes, Section 13D.015. Dated: December 1, 2023 MINNESOTA HIGHER EDUCATION FACILITIES AUTHORITY NOTICE OF PUBLIC HEARING ON REALLOCATION OF PROCEEDS FROM REVENUE OBLIGATIONS NOTICE IS HEREBY GIVEN that a public hearing will be held by the Minnesota Higher Education Facilities Authority (the “Authority”) with respect to a proposal to reallocate the proceeds of certain revenue bonds issued on behalf of the University of St. Thomas (the “University”), as owner and operator of University of St. Thomas, on December 13, 2023, at 2:00 p.m., at the Authority’s office, 860 Blue Gentian Road, Suite 145, Eagan, Minnesota. Under the proposal, the Authority would reallocate a portion of the proceeds of the previously issued $70,280,000 Revenue Bonds, Series 2022B (University of St. Thomas) (the “Obligations”) to finance a project (the “Project”) now consisting of the acquisition, design, demolition, site preparation, construction, renovation, improvement, furnishing and equipping of various facilities, including (a) (i) renovation of Brady Residence Hall and Dowling Residence Hall and Koch Commons connecting them, (ii) renovation of the Summit Classroom Building to provide start up space for the University’s new nursing program, and (iii) planning and design of a multi-purpose arena and higher-education facilities, including facilities for hockey, basketball, other athletics, and other University operations; (b) other projects that may include portions of the construction of a new academic building known as Schoenecker Center or other permissible capital projects on the University’s Saint Paul campus (the foregoing activities described in clauses (a) through (b), inclusive, collectively, the “Main Campus Projects”); and (c) acquisition and site preparations of an approximately 14-acre tract of land and preliminary design work for softball and baseball fields, and related athletic facilities, in the Highland Bridge redevelopment area in Saint Paul (the “Highland Bridge Project”). All the facilities and improvements to be financed by the Project are or will be owned and operated by the University and UST HB, LLC, a Minnesota limited liability company, the sole member of which is the University, and except for the Highland Bridge Project, are or will be located on the University’s main campus, the principal street address of which is 2115 Summit Avenue, Saint Paul, Minnesota. As shown on the attached campus map, the University’s Saint Paul campus is bounded on the north by Selby Avenue and Summit Avenue, on the east by Cleveland Avenue South and Cretin Avenue South, on the south by Grand Avenue and Goodrich Avenue, and on the west by Cretin Avenue and Mississippi River Boulevard. The Highland Bridge Project will be located near the intersection of Cleveland and Montreal Avenues in Saint Paul, within the Highland Bridge redevelopment area, approximately 2.5 miles from the University’s Saint Paul campus. Approximately $56,050,000 of the proceeds of the Obligations will be allocated to the Main Campus Projects, and approximately $14,230,000 of the proceeds of the Obligations will be allocated to the Highland Bridge Project. Dated: July 7, 2023 MINNESOTA HIGHER EDUCATION FACILITIES AUTHORITY NOTICE OF PUBLIC HEARING ON REVENUE OBLIGATIONS NOTICE IS HEREBY GIVEN that a public hearing will be held by the Minnesota Higher Education Facilities Authority (the “Authority”) with respect to a proposal to issue revenue bonds or other obligations on behalf of Carleton College (the “College”), as owner and operator of Carleton College, at Weitz Creativity Center, Room 236, located on 3rd Street and Union Street, on the Carleton College campus, in Northfield, Minnesota, on Wednesday, July 19, 2023 at 2:00 p.m. Under the proposal, the Authority would issue its revenue bonds or other obligations in an original principal amount of up to approximately $76,000,000 (the “Bonds”) to finance a project (the “Project”) consisting of the design, construction, improvement, demolition, equipping and furnishing of various facilities on the College's campus, including, but not limited to, (i) eleven (11) student townhomes in two locations with a total of 184 beds (the “Housing Project”) and (ii) an approximately 21,000 square-foot multipurpose Student Health and Counseling Center (the “SHAC Project”). All the facilities and improvements to be financed by the Project are or will be owned and operated by the College and located on or adjacent to the College’s campus, the principal street address of which is 1 North College Street, Northfield, Minnesota. It is expected that the amount of proceeds of the Bonds applied to the financing of the Housing Project will be approximately $57,200,000 and the amount of proceeds of the Bonds applied to the financing of the SHAC Project will be approximately $18,800,000.
